Attend Your Precinct Convention

Republican voters are invited to attend your Precinct Convention for grassroots input into your Republican Party and government.

Purpose:

  • Elect delegates and alternates to the County Convention.
  • Pass resolutions for consideration at the County Convention.

Time / Place:

  • The County Executive Committee sets the date, time, and location shown below:

Participation:

  • If you voted in the Republican Primary Election, you can participate in your Precinct Convention.
    • Anyone who did not vote in the Primary Election, can complete the “Oath of Affiliation” form declaring you are a Republican.
  • If you do not know what precinct you reside in, look at your Voter Registration Card.
  • If you have misplaced your Voter Registration Card, ask and we can determine your precinct.

Who leads the meeting?

  • If present, the incumbent Precinct Chair is the temporary Chair of the Precinct Convention.
  • If the incumbent Precinct Chair is not present at the time to convene the Precinct Convention, any eligible Republican Primary Election voter in the precinct may act as temporary convention chair.
    • The permanent precinct convention chair does not become the Precinct Chair.  Their responsibilities end upon the adjournment of the Precinct Convention.
      • The Precinct Chair is an elected position voted upon in the Primary Election.
      • There are many precincts whom do not have Precinct Chairs.
    • If only one person attends, he / she can complete the blanks in the Minutes (Exhibit A) and may elect delegates & alternates to the County Convention.
  • Use the Sample Precinct Convention Script as a guide to conduct the convention.

Electing Delegates and Alternates:

  • The number of allotted number of Delegates and Alternates for your precinct will be printed on your Precinct Convention Packet.  It is based upon the number of Republican votes cast from your precinct during the last gubernatorial election (November 2022).
  • You do not have to be present to be nominated and elected to the County Convention, but you must have voted in the Republican Primary or completed the “Oath of Affiliation.”
    • To assist the County Convention Credentials Committee and County Convention Nominations Committee, each non-present person nominated MUST complete an “Application for Convention Delegate / Alternate” describing their Republican activities and submit to the Precinct Chair before the Precinct Convention, to be considered.
  • To establish eligibility, compare the list of delegates and alternates to the list of people that voted in the Republican Primary Election, which is provided by the Elections Office.  Also, consider any “Oaths of Affiliation.”
  • Complete “Convention Attendance and Delegate / Alternate List” (Exhibit B).

Passing Resolutions:

  • All proposed resolutions should be submitted in writing and, if possible, E-mailed to the Precinct Convention Secretary for inclusion in the Minutes.  Resolutions can be a simple stated point.
  • Resolutions may be debated, amended, and adopted or defeated.
    • Resolutions passed by the Precinct Conventions are entered on Exhibit C form.
    • Resolutions failed by the Precinct Convention are entered on Exhibit D form.

Follow-up

  • The Republican Party of Texas is recommending the E-form Minutes (Exhibit A).
  • The Precinct Convention Chair MUST return, either electronically or in person, all original copies of all convention documents to the County Chair within three days or postmarked within two days of the convention.  E-mail electronic documents to [email protected].  Otherwise, the Convention will not be valid.  (Texas Election Code Sec. 174.027)
